PHA prepared the EIS for the planned Astoria Cove development in Astoria, Queens. The four-block development site is located in an underutilized waterfront area. The project involved a rezoning, changes to the city map, a special permit for a large scale general development, and other approvals. The EIS evaluated the development of roughly 1,700 dwelling units, 110,000 square feet of retail, a 456-seat elementary school, 900 parking spaces, and 1.92 acres of open space.
