Brooklyn Navy Yard

PHA has provided transportation planning and traffic engineering services for several Brooklyn Navy Yard plans and projects. The firm prepared a Transportation Strategic Plan for the Brooklyn Navy Yard Development Corporation in 2015 to address shortcomings in the transportation network and to accommodate significant expected growth. The work included conducting surveys of Yard employees, holding round table discussions with existing tenants, coordinating with City agencies, preparing travel and parking forecasts, and developing recommendations for transit and parking improvements.

PHA's subsequent services for the Navy Yard included parking and loading design and ferry ridership forecasts, among other studies. In 2016, PHA prepared the transportation components of the Brooklyn Navy Yard Master Plan. The master plan recommended a rezoning to enable certain elements of the plan.  PHA prepared the Environmental Assessment Statement (EAS) for the rezoning, which established the Special Brooklyn Navy Yard District.
