Thames Street between Trinity Place and Broadway is a narrow, underutilized street in Lower Manhattan. Capital Properties, the owner of the buildings on both the north and south sides of Thames Street, is proposing to close the street to through traffic and enliven the area by creating a pedestrian plaza lined with retail uses. The street would be designated as a restricted-use street, which would still allow vehicular access for local deliveries and emergency vehicles.

"PHA was retained to provide traffic and civil engineering services for the project. This included preparation of a traffic study to evaluate the effects of closing the street and coordination with NYCDOT for preliminary sign-off on the plan. PHA also prepared an Environmental Assessment Statement (EAS) to support the designation of a restricted-use street at this location, and is providing civil design services for the proposed plaza. Both of the buildings adjacent to the proposed plaza are New York City landmarks, and therefore, LPC approval will also be required."
